[getdns-api] "update" interface

As just mentioned in the IETF APPSAWG session - it might be valuable to also think about including an "updating" interface, in addition to the current "lookup only" interface. 

For now, it might be enough to just reserve an API namespace for doing "update" transactions by applications. (However, thinking about it again, it might make sense to flesh out the API on the function level at least).
