[getdns-api] Changing nameservers

I'm still wading through this so I may just need a nudge in the right
direction.

I'd like to see a method by which I can override what's in /etc/resolv.conf
especially in terms of which nameservers should receive queries.  So I
think I'm looking for a way to do manual updates to a context to change the
nameservers.  The specific use case is MTAs on a box that should beat up
specific nameservers while all other processes on the box use whatever's in
/etc/resolv.conf.
