[getdns-api] Request for DNS updates

Just flagging the fact that this is a non trivial scope creep.

Anything that was using the DNS update API on the client side these
days should probably be PCP aware or else it is going to fail in
NAT-ed situations.

I would bundle the PCP interface and the DNS interface and give the
PCP server the job of managing the DNS...
