[getdns-api] Removing STARTTLS from the API

Hi All, 

STARTTLS was removed as a mechanism for DNS privacy in the latest version of this draft:  http://tools.ietf.org/html/draft-ietf-dprive-dns-over-tls-01 <http://tools.ietf.org/html/draft-ietf-dprive-dns-over-tls-01>

Therefore, if there are no objections, I would like to propose that STARTTLS is removed from the list of values that can be specified via the 
      getdns_transport_list_t * transports
list in the next version of the API spec.
