[getdns-users] dropping GETDNS_TRANSPORT_STARTTLS is backward-incompatible API change in 0.9.0

Hi, Daniel:

Thanks for the report.  I'm in the process of getting
another release of the Python bindings out, and I'm
conditionalizing that out, depending on the libgetdns
version.  (Once the API stabilizes I can start getting
rid of the ocean of #ifs in the Python binding code).
The new bindings should be out by Monday.
