I've pushed this into fedora rawhide. Note I filed a bug:

https://github.com/getdnsapi/stubby/issues/62

which relates to systemd/tmpfiles use.

And stubby also does not seem to fail to start properly when unbound is
already running on port 53.

Note that stubby could also use a man page :)
